7. Paragraph 3 (e) A statement which is attached herewith has been laid on the table of the Legislative Council showing the position of the Loan Fund as regards its expenditure. No part of that fund has been applied in aid of the General Revenue.
6. Paragraph 5 (1) Mr. Whitehead is the only Member of Council who desired to delay the consideration of the Estimates, so that the Accounts which he states are not comprehensible to him might be cleared up. In any case, however, the figures published do not affect the Estimates for next year, which do not take into consideration any balance on the 31st December next.
9. Paragraph 4. The Estimates have been framed in accordance with your instructions, which were to the effect that there should be a surplus of at least $50,000. Mr. Whitehead asks how it is that so small an amount of the available surplus is to be applied in 1900 to the execution of public works. He does not seem to remember that no surplus can
